Bethesda is a small gaming company, they aren't like Valve or Maxis, maybe not even Rockstar Games. They can't just whip up a kick ass game(not saying Fallout 3 isn't) in just a matter of months, it would take them years to do that with such a gaming company like Bethesda. Bungie didn't take long to create the Halo series, as they had help from Microsoft.

Yeah, it makes killing enemies so MUCH easier, as I dislike having like, 6 enemies running after me, making me run like a chicken, while the VATS makes me able to target their heads and do some serious damage with the knowledge that I am able to kill something while moving, especially watching the slow-mo kills that are epic.
