Climb a viewpoint (anything with an eagle above it) where you can hit Y to use sync. After that, the rest of the view points will show up. Climb various ones, and the investigation points will show up on your map.

so this is what i got to do:
1.climb a viewpoint 2.then climb another viewpoint 3.and the investigation points will show up on the map?

Yeah. Even one viewpoint will at least show some objectives. But I recommend getting all the viewpoints (the eagles on your map) so help out.
