Route 119. There are only 6 tiles in the river you can catch Feebas at, and it's about a 50% chance of encountering it on its tile. Changing the Trendy Phrase and Record Mixing will change the location of the tiles, although randomly.
Do you know how hard it is to type on a PSP?

You have to use a Super Rod, Gogeta didn't mention that.
