I'm surprised no one has taken the Water Gym.

Honestly, throw out Kyogre as a starting Pokemon and you'll get an extra 50% attack boost for your STAB attacks (and depending on your Pokemon's ability it can double speed as well [Kingdra, Kabutops, Omastar]) and 100% accuracy with Thunder.

Also three of your four fix type Pokemon can be Ubers (Kyogre, Manaphy & Palkia).
