If your question is concerning the auto repair place in San Fierro, then the way to start it is to date Michelle Cannes, who is a mechanic and can be found at the water cooler in the driving school near your homebase in San Fierro. It is just south down the street, across from one of your apartments. Michelle likes obese men, so spend some time eating fatty foods at the Cluckin Bell before asking her out. Michelle is available from 00:01 - 12:00 and gaining 100% with her unlocks a racing suit, but no garage?
