ok......so I combined wirts leg and tomb of town portal and it says "I cant use this yet",I am in act thrre.lvl 22......ANSWER.

You must kill Baal and then you will have access to cow level. Go to the Rogue Encampment in Act I, place one Tome of Town Portal and Wirt's Leg into the Horadric Cube and press the Transmute button. A Red Portal will open to the Secret Cow Level.

yep. You have to do this transume in the Rogue Encampment.

sorry to correct you vegetta but you have to kill diablo for this to work the level is fun but a little weird
