shayman is a event pokemon if u have a action replay there is a code to download the event on 2 your game and the reason its not in the sinnoh pokedex is because the only pokedex hes in is the national pokedex on diamond

I got shayman by using the ac code to walk through every thing at route 224. It was on a flowery island after running a long streach of land north of the wierd silvery stone.
AND WTF IS WITH THAT STONE
