Me I'm a 70 and I can't beat him

you should be rangeing from 80 to 90 but i beat him at 80 but if you want it easy you should be 85-90

I beat him at level 64.

as if

I leveled up till I was lvl.98 to beat him

Sephiroth was pretty easy to beat all you have to do is as soon as the battle starts to press triangle so he doesn't wear down your hp, after that keep swinging at him til the fire atttack that draws you in, and you can run to avoid it, make sure that you have ariel recovery on it's very helpful, also have potions and elixers on the hot key buttons, sooner or later he'll cast a meteor magic and to avoid that either glide or dodge roll around the battlefield, then he'll start to repeat himself and then you've got him, congrats you've beaten sephiroth, now you go back get cloud come back to sephiroth big fight then tifa gives you fenrir

its easy if u have a strategy. i beat him somewhere between lvl 56-65. just to say though, sephiroth in KH 1 was wayyyyy harder than tha sephiroth in KH2

Personally, I think when it comes to Septhroth it comes down to skill, more then what level you are. Level does count for alot though, you couldn't go in at level 20 and expect to win, but someone level 60, and someone at level 99 might have the same difficulty beating him, just for the sole fact that the Level 60 is more skilled then the Level 99 player, but level does count alot, and with septhroth you do have to have a pre-planed strategy compared to the other fights in the game.
