the emblem behind the clock tower is so easy to get

i know it is easy but when i go to the clock tower the emblem does not be there so thats why i am asking why ist it there and how do i get

i bought a magazine today with a map inside, i havent tried it yet so i dunno how good it is but ill upload if i can get a decent quality picture of it (btw i dont have a scanner so dont tell me to scan it in)

i can't find the last few meteors..
here's my map(red=allready collected)
the other yellow aren't there or even some place else... HEEEEELLLLPPPPPPP!!!!!!
