I killed Ba´gamman at level 12 (roughly). Use quickenings. Who cares if you don´t get stuff it´s better than running, you can fight other stuff for exp!

I know what it's like, the first time I played it, i was just going for the storyline and was massively under-levelled. Your best bet to level from 10-25 is to hang around the Shunia Twinspan in the Lhusu mines, there you can rack up massive amounts to EXP and chains by killing the Skeletons
