the trading thing was made for a few reasons.
1. To let friends trade each other and get stronger pokemon
2. To collect ID numbers (for the lottery in lilycove)
3. A way for nintendo to make different versions, so people buy more games, which means more money.

they appear randomly around Hoenn in the wild at level 45, and you can catch them, but you have to do some stuff first like beat the elite four.
