Yes, you can, as long as you have enough cash
To do so go to Free Roam and either junp to a Car Lot or GPS to it. However, buying a car on your 1st territory is completely a waste and since you usually get the Pink Slip to the Bosses Car buying a Car on the next 2 territories is also meaningless. It is howver only real needed at Silverton against Stacked Deck.
However car prices rise aftertime, so be careful and make sure you think you'll have enough money to give the car parts and if you find important, Visuals, bodykits etc.
