First, talk to misty waters next to the casino and say "whats up"....then talk to tank at the barracks.....then go back to misty waters and say "whats up"...After that go in the casino and talk to luther bigbucks....uhhhh.....then he will say you need to convince him ....So you have a friendly conversation whith him and he will say okay...then you have to meet ara at her house between six p.m and 12am r something like that
