how do i get it open? i think it has to do with 4911 but i can't figure out how to open it. pleeease

Ok so like on the chest use the bars and they go around 12 times
starting from the top and the first one you turn it until its on the 4 when goin around them the next one is 9 and u do the same but leave it at 9 then the last one do the same thing but leave it one 11
