You don't need to be level 99 to get the Hades Cup. I was level 93 or 95 when I got the Hades Cup.

i still cant get the goddess of fate cup tho, im lvl 70 and ive beaten all the other 3 and ive beated every world except for the world that never was. what am i missing?

I was confused at first I thought that Panic would have the Goddess of Fate tournament but actually you had to go and find Hades to compete in it. He is in his room. I hope this helps. What I need to know is how to get the other tournaments.
