I found out that the Ballas killed her in a drive-by by accident when they where aiming for Sweet. Even go to www.gtasanandreas.net and go to character and it will say that.

It was Tenpenny and Pulaski, when you do the mission to kill Pulaski, he says that it was real nice watching CJ's mom die. that stupid b@st@rd.
