Probably how the game is coded. that they need to see you for you to get the compliance option.
nope, when those two options are "off" you can yell even when no one is in sight, so that's not the reason - even if yes, probably those options conflict with some game code

Well, I didn't make the trainer and thus obviously don't know how this particular function works, thus why I am asking whether it is intended or not.

Bring our buddies over and they will do the work for you.
I have no other suggestions. This game not the easiest to work on and I spent hours to give you some very useful and good options, and I am not going back to it. The trainer was retired before yesterday.
