TLDR: Toggle unlimited Action point/Movement off before you pick up any tadpole specimen if you want illithid powers.

Long story:
If you leave it on constantly, you will not be able to get tadpole points while the unlimited action points and action points when you get tadpole specimen jar. It seems to be happening as of the latest update. I've had to double check and tested on a save next to a corpse with the tadpole part. No other options like Godmode and Lucky Dice impacted this from my brief testing (didn't test all options).

When I turned off the unlimited ap/move toggle, and picked up the tadpole specimen, I was able to get the tadpole points to invest.

I've also found that having it on can cause triggered events in battles to NOT trigger and lock you out of certain quest progressions. At least for me, God Mode is enough to battle through without a problem.
