You don't actually need any specific objectives to grow your char.

Difficulty level works this way: any new zone that you enter autoscales difficulty to (max level of your single most upgraded weapon) +1, however once you have already entered some specific zone (example with your boss in Nerud), it will stay on the same difficulty level, despite any of your future weapon level ups.

So, you can grind some basic elites in the world area, pump up your weapons and come back to this boss stronger, while he will stay at the same power as he was earlier.

Once you are level 20 there's no such trick, since you will not be able to scale up in terms of weapon upgrades, however you will be able to be more tactical in terms of build profs and traits, weapons, weapon mods, rings, trinkets, concoctions, boss weak spots, boss elemental resistances etc...
