So I keep pressing the tilde (~) key, and it won't open the console. I try messing with capslock as

So I keep pressing the tilde (~) key, and it won't open the console. I try messing with capslock as well or pressing shift or just the tilde but nothing works. I also tried pressing the control and function keys but nothing.

Is there something I have to do first before the console can show up? I remember that some games require modifying the game shortcut icon in order for console functions to work.
