We are having trouble sourcing this game. Where can it be downloaded legitimately and not in all Japanese?

From what I can tell, the english version is yet to be released, it is currently only released in Japan in their language.

edit: after checking around some more, it is revealed there are currently no plans for a release in America or some where else.

Yeah it is pretty much Japan for the time being...

They will probably localise it if it sells well, I don't see why it won't in Japan, people actually love Dragon Quest games even outside of Japan.

But don't expect it to appear until maybe another year with other languages.

Oh and Don't forget some tuts on ASM and defeating DMA
