is there a special way to activate the Unlimited Vehicle Health and Buildings Don't Deteriorate Option? I activated all the options on the Main Menu, but only those 2 options had no effect, I saw that Buildings' durability was still decreasing.

I do believe that options isn't fail proof, and also that is only works on your buildings and vehicles. It also says it the readme that it is only for most of the items.

No idea what you are talking about. Likely you are overburdened, so changing the boots sets off the function that checks for encumberance and if you have the unencumbered (or similar) option on, then it resets the value being used by the game to determine if you are overweight.
There is no fix since it's working as intended. Toggle on unencumbered (or similar) then swap a gear item. The trainer can't magically know your weight without some function reading the wieght, and that is what will set/reset it
