Just found out that when all trainer options are enabled, especially the ones regarding easy crafting and unlimited goods, you won't receive the repair tool nor the wingsuit. Easy fix is to disable the specific option prior to receiving the perks. The repair tool is presented at the end of the tutorial mission Fuel the revolution. For the wingsuit you have to build a hideout post in your camp.
