Found a way to cheat the burn cards. When playing offline the values are stored locally and are 4 bytes. The number you wanna search for is the number for the current amount of of the burn card + the number of that burn cards you have used. For example if I have 50 "Hazard Suit" cards and used 20 since playing, I would search for 60, then buy a new "Hazard Suite". Then you can increase the true value to whatever you want. This can be done for all cards. Thee same system used for skull totems and supply points are used here. Just a fyi. I'm not gonna submit a feature request since this is easy enough to do.

This is not a file, you can do this via CoSMOS / the cheathappens utility. You have to manually do it. It's just memory modification, the bread and butter of cheathappens.
I only seemed to get the card value one time using CoSMOS and then for all other cards the method posted above stopped working. Any help with this issue would be greatly appreciated.
It should work for all cards. First you have to scan for the initial value, and buy another one of that card, and increase by the number by the number of that card bought. If you already used a burn card of that type, what you can do is do a scan of type larger than. Afterwards, buy a new card of that type do a scan for increase value by, with the value being 1. This should work for all cards. You just have to fiddle around a bit.
