I have a I9 9900K and a RTX 2080 and have absolutly no problems running this game on absolutly maxed out. Never crashed with or without cheats on.
You got only kicked from the server during launch and the day after, but everything is fine now.
This problem must be on your end.

Game works flawless for me as well, no stutters no lagg nothing.
there are fixes for the stuttering on steam forums.
