I remember hearing in the IGN video review that a single person can play fleet battles by themselves but the question is does it used a Multiplayer EXE when you do?

you can play solo fleet battles using the trainer just fine. Its stated in the trainer read me too.

No the launcher wont start, possibly because of the extra .exe file

Regular old Origin or the new EA Play desktop app? Launcher does not seem to work on the new app.
