Set All Weapon Mastery Proficiences, you can set the value to what you like, similar to the video I posted here.

Caliber, the Set All Weapon Mastery Proficiencies does work. It will change the proficiency values if used properly like in your video. But the problem that we're all having is that once used, it locks us out of acquiring new weapon skill. For instance, a 1 handed sword skill that requires 100 proficiency will be locked even though I set my proficiency value to 200. It'll say "required proficiency 100: 200/100)". So for some reason, something about the trainer option locks out all weapon skill that require a certain proficiency after it's used. Could you please try to fix this? Thank you

Hi guys, found out that weapon proficiency should be (65536 + value)
let say if you have 100.4 long sword skill, the correct value should be 66540.
The trainer itself only input direct value (if you type 1000 it will be 1000 in memory,
which is smaller 65536 which equal to smaller then 0 in game) so the game think you don't even have 0.0 skill of the weapon and you can't purchase any skill.
To do a quick fix try to use a memoy editor
Run the game with trainer, set your weapon proficiency to something like 8634.
Then search your game's memory with 8634 as your set value, you will found 8 or 9 value within similar addresses. Change those to 75535 (= 999.9), then you can buy all skills now.
Don't try it if you don't know Memory Editor, it can break your game / saves
