I'm thinking about buying this game on steamm, it's on for $20 right now, but I don't even know if it was built to run on windows 10 or an older OS, will I need patches to play this game? Who makes this game anyway, are they going to make me install and sign up for their version of steam just to play the PC version? Thanks for any help you can give me, regards.

The Witcher 3: Wild Hunt was developed and published by CD Projekt Red, it works fine on Windows 7, 8, and 10. No you will not have to download any other game platform to play it on Steam. It's a steal at that price, easily one of the best games in the 2010's.
Who cares how you play the game, winning is all that matters.
