I am told that the download button error has been fixed but no word yet on the 1.3.8 vs 1.3.0. BTW, have you TRIED the 1.3.0 trainer that you are given to see if it works on 1.3.8? Maybe it's just a mislabel.

When I click on the steam version of the trainer it opens the windows version of the trainer. It has been doing this for months. I attached a series of images showing what I click to get to the end result for the Staff to view.

I see that we also had a report about this back in August and I checked to see what Aurora did today and I see the same.
Have you tried the current trainer to see if it is just mislabeled?
It might be and might be working.

If it is not working due to being wrong version or something else then please take time to put in an update request.

Please use the update notification system to report a game patch, update or to report that the trainer may not be working with the latest version of the game. If 3 or more reports have been filed, consider BOOSTING the priority of this title for a faster turnaround on the updated trainer.
