It is money that is earned by making missions or when you activate certain presidential decrees. In fact, it is money that does not appear on the State's account but that the dictator keeps under his elbow in the event of a hard blow.
An option on that would be good because I read that in the game this money might be used.

After you end the Colonial Era and go to the next Era you unlock the "Swiss Bank" which you get money from for doing missions for a guy called "the broker" Link
Sigh.. so I have to play this game for like 8 hours of progression to unlock an era, and then I see it?
is this money useful to be used rather than the other money in the game?

Caliber, if You start a sandbox game, You can start any era as You want, so right away You can have a Swiss account. Yes, the S$ is pretty handy, and You can buy things what You can't with the regular dollar...
