I must admit that I don't understand the argument that there are billions of unspent RC out there as a reason for having a high RC price for voting.
At the current price of 50k RC for a vote, with 4 votes required, that totals 200k RC required for the vote to pass.
Instead of requiring 4x50k votes, you could for instance require 200 votes at a price of 1k.
Diluting the amount of RC required and instead increasing the number of required votes would also help you guard against the situation where few whales are able to pass a vote just because they're sitting on a pile of unspent RC, as I'm assuming that you can only vote once per user.
It's also based on the time necessary to update the trainer and keep yet another version up to date with patches, etc. You earn RC over time. Save them and one day you'll have enough to vote for that one option you really want. If we set every option at 1000 RC we would need about 20 additional programmers to deal with them all and we only have 2 trying to juggle all the new games, patches, distributions, option requests, etc.
BTW, 200K RC is what it originally cost to fund the original trainer release and it was funded in less than one day.

If time and manpower is a significant factor, have you considered letting people vote with cash instead of RC?
I am pretty confident that there are people out there who would be willing to throw $$$ at you for these things, which could potentially allow you to attract more developers in the long run.
Either way, with the rate at which I myself am accruing RC, it would take me about 33 months to be able to vote on this option, at which time I am certain that I would have lost any interest in this game and therefore any interest in dumping my entire RC pool into. I will instead just hope that some of the previously mentioned whale users will vote for the option before then
It looks like your Whales are schooling, there's only one more vote needed now. 😉
As a PLUS member you get Wheel Spins every month. Also, you could consider joining the Trainer Monkeys, they are rewarded with RCs monthly, too.
And keep your eyes peeled for the big giveaways done around the holidays at year's end, there are LOTS of RC's and games given out then, too.
Interest in AC Odyssey will likely continue for some time to come. It's being talked about by some as probably the best game Ubisoft ever made. I couldn't agree more.
Personally, if you like using trainers with big games, I found years ago it's best to make sure which Distribution of a game will get the first trainer at CH. You might save a couple of days elsewhere, or maybe even a couple of dollars. Or you could watch for a sale at that Distribution site and take advantage of it then knowing full well that a trainer is already posted and waiting at CH.
EDIT: A new trainer for UPlay PLUS was posted today.

have now constantly the maximum capacity message on screen? Even when i deconstruct items or put them in the ships chest, i immediately have the same items in my inventory? So it's impossible to run. Page down button cheat is de-activated.
I was having trouble before I figured out that it you turn off Numpad 7: Unlimited Arrows/Ammo you can sell/destroy items and they leave your inventory for good. I know it sounds weird, but it works.
Hope this helps with your problem as well.

I have tried to run the new version of the trainer (1.5.0) with the game multiple times and it keeps saying "trainer can not find game". I have done all the steps the troubleshooting section says to do and still no luck. Am I the only one that is having this problem?
Make sure using correct trainer that matches your game distribution. 2 new trainers were posted.
