When can I play Forza Horizon 4 Ultimate Edition?
According to a Q&A from Reddit:

"For the Ultimate Edition, the game will release at 12:01AM on the 28th based on what region you bought the game from."

That means that if you live in the US that's 12:01AM on the east coast: the game unlocks for everyone in the US at the same time, according to this post.

There are ways to get the game sooner: if you want to pick up the title sooner, you can pay for a digital version in a region that isn't yours (NOTE: you'll have to have a valid form of payment linked the country in question, though).

The Windows Store is locked to the region you bought the game from - so if you want to access the game earliest, you'll need to purchase it from a New Zealand account, for example.
