It seems to be dependent upon the state of the story in general. Particularly once you face and down certain mechs in combat, they appear to become available elsewhere, often times in the system the mission in which they appeared took place - however I also imagine there to be certain tech, weapons and mechs exclusive to certain regions of space - house Marik territory for instance or the Confederation might have planets with Mechs meant to be unlocked later in game that are notably used by the aforementioned houses in particular.

For example purposes as I acquired one three or so missions into the main story: the Dragon Heavy Mech I believe is fairly common to Kurita/Draconis Combine if I remember correctly, so if you manage to get into House Kurita territory, the chances of nabbing a set of Dragon parts on the market might get higher.

You have to look on the nav map and then travel to planets with manufacturing, rich, research and so on, and if possible with inner sphere tech level like Taurus for example.

Furthermore, you need to have a high, if not the highest MRB rating and a high rating with the faction who owns the planet...you can do that anytime after you have met the princess so that you can travel to planets with better mission difficulty.

If you have a high rating and you are on a high tech planet, all you need is luck...most of the time i see Banshees to buy...crap Mech if you asl me, but sometimes there is a Zeus , a Victor or an Awesome.

For much as i know, it also depends on the faction who owns the planet for what Mech you can get there...but i'm not sure about that.

The only other thing you can do to get the Mech you want is to cheat...but thats in another thread
There is so much sand...but i have no shovel...
