Population Surplus Cities doesn't work with black arks or other arks in the game. I've attempted using population surplus chaos and a couple other resource options, but I didn't get lucky. Either the pop surplus city option needs to be able to affect arks or a new option "Population Surplus Ark" needs to be added. I've seen this brought up on a couple other posts in this thread, but I haven't seen an option to be voted on or an update that fixes it.

There is like 28 to 30 options for this game. There is also like 12 factions, 30 commander, blah blah. We likely cannot cover every situation or combination the developers have created in this huge game.

Population Chaos does work for black arks, any ship that is like black arks. Activate option and upgrade BEFORE the option deactivates.
