How to open save file for editing?

Guys, did anyone knows, how to open savefiles from that game, for making changes? I just wanted to edit GPS Shortcuts, because looking for them is too noisy, but couldn't find the programm for it.

What file type are the save files? Most of the time I use notepad++ to make changes.

Format "sr3s_pc". I tried open it with notepad++, but it shows me only symbols. Maybe i should change Encoding type? But i remembered, that i change it and it's not working. Could i attach file with my savegame here, for you to looking at it? Or should i upload it for some filehosting and give you the link in PM?
