Watched the video you kindly posted, when into my game and despite following what you do, I'm still finding that I'm being charged for designing and building new parts. So I don't think this option is working 100% correctly, or if it is there is a very specific way to get it to work and function correctly that some of us are not doing.
Maybe some special / advanced parts cost something? Have you tried starting a new game and used that option on the very first basic parts?
Yeah I started a new save game last night with Predator in the European Racing Series. Does not matter what parts I select on the basic level, or the Designer's part the cost is added. As I then go down the list selecting a part on each level up to Legendary the cost just keeps increasing. Tried to make some nice new brakes but they were going to cost me 1.5 million.
EDIT: Just checked your video again and notice you are only selecting the designer parts which already state at the top they add 0 Time and 0 Cost. However if you actually try to select any of the actual part components you get charged the cost, they are not free. So yeah I'm going to say this function in the trainer does not work correctly at all. We need 0 Cost for the Component Parts.

After the latest update released to the game yesterday (15/12/2016) does this trainer still work correctly or do we need to wait for an updated version?
Also something else I have noticed with this trainer is the amount of spam files it generates in appdata\local\temp folder when the Trainer is open. The files are all .tmp files starting with EVB followed by random 2 numbers and a random letter. Also this then causes my AV software to go absolutely crazy because these files are detected as being Sape.Heur.da4d Heuristic Virus

These are save files used for a DLL injection by the trainer.
