This is a game feature, the more you recruit to the field (on the map) the more itll increase. Nothing to do with trainer, though you could mod it perhaps
Not sure I understand. I was able to use this Manpower option with Italy and Russia with no issues. If it won't let me train any divisions how can it increase as you state?

As far as I know, you still need the right equipment to field the units.
If you want to make armoured divisions, you need to produce tanks, infantry need infantry equipment however..
Tank divisions can be made only by the way they are set up. I.e light tanks, medium tanks, heavy tanks etc in the specific division.
Before instant production can work, you still need to meet these requirements...
Also, if what I wrote is wrong. You can only make so and so many units at a time. Depending on manpower in the field etc. If you remake your divisions to contain more than the men you can train at a time. You will not as far as I know, be able to train them.

Ahh... That explains it. When I first started, I immediately changed my unit template by adding more divisions. Nothing got produced and I couldn't train any units.
I re-started my campaign and duplicated my templates which now accepts the Manpower cheats. Thanks for the info m8...
