Hello Caliber, I can confirm that Far Cry Primal Uplay does not launch Steam (I killed the steam process and after loading Far Cry Primal) can confirm that steam.exe was not running Task Manager\Details option in Windows 10.
In case it was my PC I just installed Far Cry Primal with No Steam on my work machine (a Windows 10 Enterprise laptop ver 1803 with June 2018 update) and can confirm that the trainer fails there as well. They use completely different A/V software, etc.
That would indicate that the trainer failure is not specific to my machine?
Repro Steps:

Install Uplay
Install Far Cry Primal
Download and run latest Cheat Happens 1.3.3 Steam Far Cry Primal trainer
Hit F1 on the trainer and it will state "trainer activated", but none of the options appear to work.
I just wanted you both to know that I did some additional digging and due diligence on my part. I try to not bring bogus reports to the forums..

I have Windows 10. in fact my windows 10 is updated to update 2004, which is the most recent. Doesn't matter though..
As expected... the trainer for 1.3.3 works just fine for Uplay 1.3.3
Installed game.
Ran trainer downloaded from site for 1.3.3
Ran game
F1 main menu
Says activated
Trainer options tested working.
I didn’t play 2 hours into the game, but health/ammo/invisible, etc. working
Debug with trainer with memory searcher, all code areas are found by the trainer and can be seen in real time changing the code.
The trainer already works with UPLAY. We wasted money buying it again.

I haven't tested Easy Hut Upgrade yet, but I would also like to report that the Unlimited Resources option isn't working for me, and I am also on the Uplay+ version of the game. I have tried the clearing of the temporary files as was mentioned.
The trainer is only made for the normal Uplay version and Steam, which is most likely the issue of options not working.

Ah bummer. Based on Caliber's reply, I was thinking that it WAS supposed to work with Uplay+ (which, in fairness, it MOSTLY does, just not specific options).
