I might've overlooked something, but is there someway with the trainer or console to get unlimited/freeze action points?
By doing that you can use the jetpack unlimited on the power armors.
Just raising action points to a high amount does not help, because it appears the jetpack uses a percentage and not the actual numbers, so it doesn't matter if you have 160 ap or 9999 ap.

I understand that you don't want to waste time on rewriting options, I've asked if you could add an option to disable all options that use console or at least mark such options in trainer.
What's the console command to leave the Dev Room?

why would we disable options in our trainer that aren't 'on' unless you press the option key.
if you want to temporarily disable the trainer, press CTRL-H
From the trainer readme:
"Temporarily Disable Hotkeys
