Haven't been able to unlock the multiplayer garages but you can unlock loads of other things.

No talk about MP cheating. Also note that they did stop you from accessing the MP if anything was moded.
Does that tool have a permanent effect? I thought it just adds stuff to your inventory and so on.
I mean the weapons and garage upgrades which are locked at the start of the game for all characters. I'll be doing another stoy playthrough sometime soon and see no point in keeping the fun car stuff and better weapons locked up until I'm pretty much done with the main story.
I know the MP content will never be added to singleplayer because " you" or whatever. Not interested in MP either way so they can shove it.

That tool modifies your savegames so it's permanent.
And you can also mod the **** out of the game..(Single Player only ofcourse)
And because mods are broken in the newer versions people are reverting to older versions(350)and just add the newer stuff and multiplayer stuff.

I've added both mods and they work great.
Second one is a bit harder (backup!) but if you read the instructions correct it works great.
