I just joined this forum because I have also been looking for a way to enable the console in Dishonored. I've tried screwing around in the .ini files and such, but I have not succeeded. However, I do now know that if you add DEBUG- infront of the game .exe (Debug-dishonored.exe or something like that), it does some... stuff. F7 and Tilde still don't do anything for me, though. Perhaps that will enable us to get closer to bringing up the console.

well, trying bindings in the same way mass effect 3 recognizes them didnt work. I wonder if perhaps theres a menu we could replace with the debug menu like in thief deadly shadows.
someone on the offical forms mentione a steam user managed to figure some way to cheat, if we could just find out what they did...

What I would really like to do is change how the chaos system works. Is there a way to guarantee low chaos even when I am killing? I do not want to go through without killing people, but I also do not want a bad ending. For a game that lets you go your own path it sure does limit you with the chaos rating.

I noticed in the file: DefaultDebugMenu. Located: games\Dishonored\DishonoredGame\Config.
If u open that, it looks to me like, these are the cheats that can be used. One little example:
