Switching to DX9 and let us know if it helps. I had the same problem as you and switching to DX9 fixed it.
I am playing on a 12 cores computer, 12gig ram, 2x GF480GTX, 4x SSD2.5 HD, and I still got "freezes" or "hiccup" when playing under DX11. But as soon as I installed Nvidia beta 267.24 drivers, everything was nice and fluid.
If your computer can handle DX11, I strongly suggest you install the beta drivers ^_^ It's worth it.

New update for me. I installed the beta driver but, where I didn't have a problem with 5-10 second freezes, after installing the beta driver they've begun to occur. I installed the beta driver in hopes that it would solve the random and occasional crashes the game was having, so far so good, but I can't decide which is more annoying.
