Do the following:
~ player.setscale 1.0 ENTER ~
Next time lay off the 'Drink Me' bottles.
This is usually caused by the "Bionic" cheat and will happen when you save and not in First Person mode. It is kind of fun watching people shoot UP at you - "Attack of the 40 Foot Wastelander" in 3-D coming soon!

I love to use the portable version of this console, its a great mod and it has option to alter the size :
