I am having the same problem and I have turned off all AVs and firewalls and even reinstalled the patch and nothing works.
The icon for the program is not a CheatHappens icon even in the zip folder. When I unzip and open it it tells me that it can not access the device, path or file and that I may not have permission to access the file even though I am a member.
I run Win7 64-bit with the retail version of ME2.

I got it to work! I downloaded the offline key creator and put all my trainers into one folder and stuck into the exceptions of my AV. AWESOME!!!

Had this happen before. Next time, try this little fix, you'd be surprised:
Right-click the file, select Properties, click Unblock, click OK.

Hello, First let me say thank you for all the hard work and effort you put into me having a more enjoyable gaming experience. Now for the challenge part, I'm getting this error message when I try to activate a few of the trainers.
"Windows cannot access the specified device, path, or file. You may not have appropriate permissions to access the item."
Your input on resolving this issue will be greatly appreciated. Let's see, I'm running a windows 7 OS 64 bit system and have turned off all Anti Virus and Firewall protections while trying to get it wo work. I've clicked on the downloaded zipped file, chosen to unblock it. Intrestingly enough I downloaded the trainer manager just now and it too is giving me the same message. Is it possible that the issue is occuring before I extract? Maybe in the Downloading? There was an avg add on that I disabled on Firefox. I still was not able to get the appropriate icon when I redownloaded the trainer and extracted it. I also tried changing over to Google Chrome and downloading them again with no change.
I have the Technical skills of the general populace. *Please dumb your answer down for me, thank you!*

Even when a file is detected wrongly with an AV it is still blocked even when the AV is closed.
You will have to unquarantine it and add to the exception list.
Oh and Don't forget some tuts on ASM and defeating DMA

Thank you for the swift response. Also a note to someone but as I was trying to find any file from here and get it to work today I noticed that several of the downloads say strange things like H4x0risasteamingpile...zip and another similar one, And I'm going to just go play a while and come back to this task at tomorrow.

After that sage advice I started up my av programs and added the file specifically to the exception list. Viola! Functional!
