Unfortunately adding a .50cal BMG gunner to the Pershing would require completely rebuilding the model, animation sets, and of course adding it back into the game which is impossible without Relic's SDK (which they are not inclined nor interested in releasing).

Ahhh, well best of luck to you then, if it's any consolation it's not particularly hard, but you'll likely have to copy/paste the ebps file from the Axis folder into the Panzer Elite folder for their builder(s) to be able to "see it" even if it's added to their build menus.

Is it possible to change the stat for Panzer machine gunner to rise and Descend like Voss in his Tiger? For example in a Panther when second level of Vet is gained an icon appears in it's menu and we be able to assign Gunner when to come out and uses Mg.

If a model -can- use a mounted machine gunner, then it's possible, but any model without that already possible isn't going to make it possible by tinkering in the stats.
You could play around in world builder and simply hodge-podge the models together for a "still shot", but that would be nothing better than a picture, and it wouldn't have any functional value, merely setting up a scene to take a picture of with two props you've simply put one inside of another.
