I do have a bit of a problem with one instruction. You say copy the file because it is dated. But when I download from the links you provide the file get's (re)dated to the day of download. Does this mean the mod won't work because of that?

No, it'll still work. What he's saying is that the "last changed date" must be newer than the other files in the SPORE/Data folder. What you're experiencing won't cause you any problems.
