no you dont, 4rb1t3r, unless ur a really high level like 15-20. otherwise, you get em from quests....

red_hot_wasabi is right because the higher level you get the better equipment the creatures have when they die so 4rb1t3r is also kinda right... good luck

Explore and do quests. Or, if you're really lazy, go through the toolset, write down the item code of the weapon/armor you want, and add it via the game's console cheats.
