This should probably be under the "Oblivion Help Thread" to help keep threads under a reasonable limit so people dont have to go to every single thread. But to answer your question the game upgrades so that when you level so does the armour you find. Try leveling up and youll find better armour in different ruins, so try exploring.

i nvr realised how powerful luck is i recommend increasing luck every lvl, my new character is lv 10 and i found sum really powerful light armour

ill put it in eglish for you lev up

you find them in ginormus caves 😵

there is a house where if your high enough lvl you can get the 2 best normal armours in the game
