    As far as I can tell, 'provinces' are basically just split up cities you'd have in Shogun 2. They seem to share public order, food and squalor. Also in terms of your upgrades and recruitment, you only need to be in the province of the correct town/city not in its immediate control area. So WDRatt's strategy of making 3 different specialized provinces is probably the best way to do it.

    I have taken to using a general as a 'runner' i use him specifically to recruit, and then upgrade a batch of soldiers, and run them out to my main generals that are out doing the real work, then he returns to my capital to muster more troops. Keep in mind that the game has a 'convert' function, so you can change a building to something of the same type, or deconstruct it entirely to build something different.

    So you may need to finish whatever war you're in, and hire a couple agents, and bring your military home to hold down public order for the short term, while you reconstruct your cities with manageable squalor.

    Rebellion happens in Rome all the time. Just fight those rebels with your legions.

    Problem is rebels is not a very good word for them, but doomstacks, seeing as when there's a Civil War you will have 20 or so doomstacks appear in one of your provinces.

Depending on the strength of your provinces and armies 1 rebel army stack will spawn with a varying strength of 3-20 stacks. However the best troops they get are legionaries if I am not mistaken.

    Oh and just FYI the Civil War doomstack spawns have got nothing to do with your people's happiness levels, squalor or food, and they get the best units available for recruiting in the settlement in which they spawned, simply because you are referring to actual Rebels while I was talking about Civil War "rebels" hehe

    (what controls the doomstacks as seen here Link is controlled by the influences of the other political factions within your nation)

    Do you just place those pack files in the steamapps/blabla/TWRII/data folder ?

    Info on how to use those mods is a bit sketchy.
