well..compared to a million dollars..it is a throw-away.
Not for me...400k is better than nothing.
Governments are formed to bring about corruption through out the nation by sucking out everything from the citizens of the nation, calling it "Taxes" and keeping it in their pockets, rather than utilizing it for development.
I may sound cynical, but this is true...The governemt takes 33% of your prize money as tax...And do we see any development? I am talking about India. Here, we also don't get any pension for the Taxes we pay, we have to rely on Pension Plans by investing extra money in them.

Not to mention than giving the internet a NPP for "promoting peace through global communication" is like giving a NPP to a tree for "promoting the continued existence of anything that breathes oxygen".
